ZEV & 2030 Impact – MG’s Commercial Director Reveals the Risks!

The Zero Emissions Vehicle (ZEV) mandate is causing ripples across the UK automotive industry. In an exclusive interview, Guy Pigounakis, the Commercial Director of MG UK, shares crucial insights into how this legislation impacts manufacturers, dealerships, and consumers.


As the UK races towards a zero-emission future, the challenges and opportunities presented by this mandate are significant.

Understanding the ZEV Mandate

The ZEV mandate, which came into force in January 2024, requires car manufacturers to sell a certain percentage of zero-emission vehicles each year. Starting at 22% in 2024, this percentage will increase annually, reaching 80% by 2030 and 100% by 2035.

The aim is to accelerate the transition to electric vehicles (EVs) and reduce greenhouse gas emissions.

However, this ambitious target comes with hefty fines for non-compliance, placing immense pressure on manufacturers.

As Guy Pigounakis explains, “We (MG UK) can afford to be fairly relaxed about it…we can meet all the requirements quite comfortably in years to come.” But this is not the case for all UK’s new car trade.

The Impact on MG and the Automotive Industry

MG UK is in a favourable position, having already embraced the shift towards electric vehicles. Their successful MG4 EV has positioned them well ahead of the curve.

However, the broader industry faces significant hurdles. Many manufacturers may struggle to meet these stringent requirements, potentially leading to market exits.

“Dealerships are under pressure to balance vehicle supply amidst stringent ZEV targets and market demand.”

Pigounakis reflects on this uncertainty, stating, “It’s not impossible…Mitsubishi pulled out a few years ago,” highlighting the volatility and potential market shifts.

The mandate’s impact extends beyond manufacturers to dealerships and consumers. Dealerships face challenges in sourcing a balanced mix of vehicles, while consumers are confronted with fluctuating prices and availability.

The cost of living crisis and the lack of financial incentives further dampen retail demand for EVs. This polarisation sees premium products thriving while mid-range options struggle.

UK’s Unique Position on Chinese Car Imports

The UK’s stance on Chinese car imports adds another layer of complexity. Unlike the EU, which has imposed heavy tariffs on Chinese EVs, the UK government has so far refrained from introducing similar measures.

This decision, as noted by various industry insiders, creates a unique market dynamic as the current landscape remains tariff-free.

What This Means for Consumers

For UK consumers, the evolving landscape means more choices but also more considerations. The drive towards EVs will likely lead to more competitive pricing and innovations in the market.

However, consumers must navigate the complexities of range anxiety, charging infrastructure, and potential cost implications.

Pigounakis advises a cautious approach, “If you were a rental company or a leasing company, you’d be looking at your fleet of electric cars right now, assessing your exposure.”

Indeed major rental companies like Hertz are de-fleeting EVs and not replenishing them, as they say their customers don’t want them.

The ZEV mandate is a double-edged sword, driving the industry towards a greener future while presenting significant challenges.

MG UK’s strategic foresight offers a glimpse of optimism, but the broader industry must adapt swiftly. Consumers should stay informed and consider all factors before making purchasing decisions in this rapidly changing market.
