Major changes to the driving licence rules for over-70s are on the horizon. Here’s what you need to know
If you’re 70 or over and still enjoying the freedom of the open road, change is coming – and sooner than you might think. The Government has confirmed that this autumn it will launch a public consultation on proposals to overhaul licence renewal rules for older drivers. At the heart of the plan? A new requirement for mandatory eye tests every three years, replacing the current self-declaration system. It’s part of the biggest shake-up in road safety regulations since 2006, and it could mean the difference between keeping your car keys or handing them in.
What’s Being Proposed
1. Mandatory Eye Tests Every Three Years for Drivers Over 70
- The current system, where you self-declare your eyesight is fine, would be replaced.
- From licence renewal onwards, an eye examination will be mandatory – every three years.
- Fail the test? You could lose your licence.
2. Drink-Driving Limits to Tighten
- Plans are afoot to lower the breath‑test alcohol limit in England and Wales from 35 µg to 22 µg per 100ml – aligning with Scotland and much of Europe.
3. Crackdown on Drug-Driving, Insurance & Seatbelts
- Roadside saliva tests are proposed to make drug‑driving easier to prosecute.
- Hefty fines and potential disqualifications for uninsured drivers – ghost plates included.
- Penalty points, not just fines, if your passengers aren’t wearing seatbelts.
Why Now? The Safety Assembly’s Gears Have Jammed
- We’re facing the biggest road rule shake‑up since 2006.
- Road deaths are stubbornly high – last year saw 1,633 people lose their lives and nearly 28,000 seriously injured, costing the NHS over £2 billion.
- The plateau in casualty numbers – despite safety advances like airbags and speed cameras – has pushed ministers into action.
What Drivers Think: Common Sense or Ageism?
Feedback from the public was telling: regular eye tests? “Basic common sense,” they said. But many called out the over‑70 focus as arbitrary ageism – arguing that road safety standards should be based on ability, not birth year.
What Happens Next and When?
- Nothing’s law yet. These measures are contained in a road safety strategy due this autumn, followed by public consultation. Changes will take longer.
- Expect public reaction to be mixed – and not just from over‑70s. Safety campaigners are pointing out that young, inexperienced drivers remain a serious road risk – but they are not yet part of these reform plans.

- Get an eye check now, even if your licence renewal isn’t imminent.
- Keep an eye on official GOV.UK updates – real change is months off, not years.
- Talk to relatives: being ready beats being caught out on renewal day.
