Driving through a B road near Abridge a couple of weeks back and a massive pothole that was covered by water through heavy rain destroyed my OSF tyre. Contacted Epping council offices and was told it was not their problem, as it was the weather caused it. This Council have probably got the most disgusting roads with unrepaired defects, so if you are in the area do not expect any help from these people, because as they put it, the problem is not their concern. So £100 later, for a new tyre, I got my car back on the road but with no apology or compensation for the negligence of Epping Council.
